I thought the lore of cubone was that it was a charmander that never had its tail ignited. Similarly it is wearing the skull of a charizard (mother). Maybe this is speculation, but I thought it was widely accepted/known?

My headcanon about the whole cubone evolution tree is that Cubones don't come from Marowak, they are born from Kangaskhan, if the mother doesn't die the cub someday becomes a Kangaskhan itself. But if the mother dies the cub becomes a Cubone and eventually evolves into Marowak.
